Goverment to continue to protect these individuals when they

the present position in regard to registration and protection

begun: and it should be part of the general arrangementa,

8. At some stage it will no doubt be necessary to
modify the present elaborate system of certifianten issued
by the various solonial goverments to the British subjects
belonging to their territories; but I would deprecate the
introduction of any swosying changes in the present system,
pending the sonclusion of or an advanced stage in the negotia-
tion of an agreement with the Chinese DeverimentĮ and this
view has the songurrence of the Colonial Office, via are
informing the Governors of Hongkong and the straits Settlements
of the instructions contained in this despatch.
